A positive answer is an increase and a negative answer is a decrease. The old value must not be zero, because you cannot divide by it.
A subscription rising from 499 to 599 a month.
That is an increase of 100, or 20.04%.
Percentage change is undefined from zero, since any increase is infinite in percentage terms. Report the absolute change instead.
Moving from 5% to 7% is a rise of two percentage points, but a 40% increase. Both are correct; be clear which you mean.
To find the original value from the new one and the percentage, divide the new value by (1 + change/100).
